This is because each shulker inside the specified radius decreases the likelihood by 20%.
  • The shulker who is hit by the bullet must be able to teleport to a different block. It will seek for and take a random block inside a 171717 cuboid centered on the shulker, and no new shulker will create if there are no solid blocks for it to teleport to. If the shulker has less than half its health remaining after being hit, it has a 25% chance of teleporting and not spawning a new shulker.
